MRCS is an independent organisation dedicated to bringing about significant improvements in the collection of unpaid Council Tax, Business Rates and other Local Authority debts.
Our strategic partners are experts in their own specific area, are assessed and approved by us and operate under our direction. This significant supplier portfolio includes tracing, liability order enforcement using certificated bailiffs, other Local Authority debt recovery and associated legal services.
The Local Authority has only one point of contact for all these service providers – MRCS. We will provide all reports and monitoring as requested by the client and stipulated in the Service Level Agreement.

MRCS is the brainchild of Managing Director, Peter Vallis. Peter has been dedicated over the last 20 years to increasing council revenues by driving continuous improvements in collection rates for Council Tax, Business Rates (NNDR) and other Local Authority debts.

Over many years, he has demonstrated a clear analytical approach to problem solving, where he carefully reviews the various options available before coming to a considered decision. This approach together with sound judgement makes Peter a great asset to any organisation.
Local Authority Head of Revenues and Benefits
The vast majority of this time Peter has worked at a senior level for North Hertfordshire District Council, a respected Local Authority. As Revenues Income Manager, Peter managed every aspect of the collection, recovery and enforcement of all income due to the Council. He was also responsible for all revenues related systems ensuring that they were up to date and functioned to best advantage. During this period the Council’s collection performance improved from an initial 86% to 99.1% in Council Tax and to 99.5% for NNDR (Business Rates).
Peter has also recently worked for a recognised large market leading private debt recovery and civil enforcement agency. This company provides services to a significant number of local authorities.
As Client Services Manager, Peter managed and monitored the company’s Council Tax and NNDR recovery services. This included liability order enforcement using certificated bailiffs, tracing, debt recovery and legal services.
Peter’s analytical approach to drive performance improvement was developed whilst working for over 20 years as a business consultant for Nielsen, a major market research company.
Having identified and developed the benefits of a modular approach to selective outsourcing, Peter has decided to further develop this strategy by launching MRCS Managed Revenue Collection Services.
Offering a managed portfolio of tried and tested suppliers, MRCS will help Local Authority Revenues Managers to improve all aspects of collecting unpaid Council Tax, Business Rates and other Local Authority debts. Peter believes that this will allow Local Authorities to maximise their resources in focussing on their key responsibilities to the benefit of all stakeholders.
